

Vice President & General Director of the
Information & Communication Research Laboratories
Dr. Bao-Shuh Paul Lin is the vice president and general director of the Information and Communications Research Laboratories (ICL) at Taiwan’s Industrial Technology Research Institute (ITRI). He also directs the Committee of Communication Industry Development in Taiwan’s Ministry of Economic Affairs. Under his leadership, ICL pioneered significant technical innovations and earned numerous medals from the government in 1996, 2003, 2004, 2007 and 2008.
After earning a Ph.D. from the University of Illinois at Chicago, Dr. Lin worked for several high-tech firms, including AT&T Bell Labs and Boeing, before joining ITRI in 1991. From 1998, he served as senior vice president of Philips Research and president of Philips Research East Asia based in Shanghai, where he established the company’s capacity and position. An IEEE Fellow and influential participant in the industrial technical policy arena, Dr. Lin has been actively involved in launching the National Technology Development Programs in Taiwan. He has won various awards and honors during his long career, and has published more than 120 technical papers in fields related to infocomm technology, including two book chapters for The Information Society in the Asia Pacific Region: Diffusion, Access and Socio-economic Impact (2004), and Greater China’s Quest for Innovation.
